Budget 2020: doing more of the same or a fundamental shift?

asking for loan waivers and MSPs was the bt mopistake farmers organisations have been doing for last several years. fundamental structural changes in accessing productive resources and support services and improving the governance is the key..at policy level. this should create drivers to help farmers to shift towards sustainable models of agriculture, collectivising efforts in planning and accessing services and inputs, finances, markets and building shared resources and a circular economy models and create regulations to make agriculture less prone to high risk practices and building liability redressal mechanisms are key.
this budget may not look at any of the fundamental questions but seems to be announcing a program on organic/natural farming calling it Bharatiya prakrit krishi paddati without subscribing to any particular method, and a large investment to increase credit access to FPOs. how far these will serve the purpose depends on governance systems which needs significant improvement.
